Vendor request documents and package delete

Vendor requests can now carry documents. Upload them when you create or edit a request, or add them later from the request itself.
Packages can be deleted by users with the right role. Fixes land for user exports, recurring visit start dates, and amenity banner images.
Documents on vendor requests
You can now attach documents to vendor requests, both on the create and edit form and on the request itself. Insurance certificates and other paperwork stay with the request instead of in someone's inbox.
Delete packages by role
Building operators with the right role can delete packages from the package list or the package detail page. Mistaken or duplicate entries no longer have to sit in the log.
