Package permissions, mass notifications, and admin UX polish

Operators and tenant admins get clearer guardrails this release — especially around package visibility and how mass notifications are scheduled.
Package management now maps to role-based view scopes, so a tenant coordinator sees only their company's deliveries while building staff with broader permissions can manage the full queue. Mass notifications pick up the same Blueprint patterns used elsewhere in the admin experience, with schedules anchored to each building's timezone.
Behind the polish, user lists, work-order tables, and mass-notification screens share a consistent responsive datatable pattern — easier to scan on desktop and usable on mobile without a separate code path.
Role-based package management
Package lists now respect each user's view permission — My, Company, or All — so front-desk and tenant admins only see the deliveries they're allowed to manage. Receivers get the right actions on their packages, including Not My Package and Mark as Picked Up.
Mass notifications aligned to Blueprint
Mass notification list, detail, and create flows follow the Blueprint layout pattern, with building-timezone scheduling so scheduled sends match how operators think about local time — consistent with visitor management.

Unchecking one clearance option no longer clears every other selection on the assign-clearance screen (CUS-352).

Awaiting-package actions now appear for the intended receiver when a package is ready for pickup.
